GAMECHANGER: Where Policy Meets

Did you know that if you were to read through every Department of Defense DoD policy document, it would be equivalent to reading Leo Tolstoy’s masterpiece “War and Peace” over one hundred times?
For most people, the concept of policy is often tedious and complex, making it a daunting task to compreh the myriad of guidelines that govern DoD operations. Yet, amidst this complexity lies an opportunity for innovation.
One DIA officer, Jonathan Terrell, along with his team at the Office of the Undersecretary of Defense for Intelligence Security, saw potential in revolutionizing policy navigation within the DoD bureaucracy.
Their solution? GAMECHANGER – an and processing application designed to streamline how policymakers navigate the vast landscape of DoD policies.
Terrell's work during a rotational assignment at OUSDIS was pivotal. He built strategic partnerships with key stakeholders including the DoD’s Chief Information Officer, Washington Headquarters Services, and the Joint Center, laying the groundwork for this innovative initiative known as GAMECHANGER.
While the project faced temporary interruptions due to the global COVID-19 pandemic, its development continued at a rapid pace. The tool quickly captured the attention of Congress and the Office of Management and Budget OMB owing to its remarkable capabilities in querying, correlating, and providing specified guidanceallowing policymakers to swiftly move from statutory regulations to DoD directives.
Unveiled as the first unclassified tool of its kind for government use, GAMECHANGER is setting a precedent for how advanced technology can process large datasets efficiently. Since its launch, it has gned traction among users across multiple government agencies, processing over 100,000 queries by more than 6,000 individuals from just one source.
Notably, this DoD-specific tool has been adopted beyond the Department's boundaries and was awarded an innovation accolade by the Office of Personnel Management OPM.
Congress and OMB were particularly intrigued by GAMECHANGER as a leveraging processing and business intelligence capabilities across the Federal Government, highlighting its potential transformative impact.
For DIA officers in particular, the application empowers them to gn insightful perspectives on program dynamics through the lens of higher guidance. It also ds in identifying policy gaps and requirements, focusing agency efforts more effectively.
As GAMECHANGER evolves, it promises to shape the future of policymaking within DoD by preserving resources, enabling mission-critical decisions at all levels, and inspiring innovative approaches that can drive progress throughout the organization.
